Are they permanently close? Everytime i go there they are always close.

Far as I know they're only open for lunch. At least that is what my husband tells me, and he is a faithful customer there.

Do they serve bibimbap vegetarian? And is there by any chance the delicious rice cake dish?

Yes they have Veggi Bibimbap and pretty sure they have Rice Cakes as well. If not Mommasan is so accommodating I bet she would make it up for you. My husband says it's not big but very comfortable and welcoming.
